The real key is who's performing. The challenge in looking at performance data is do you actually have any objective performance data? For organizations like retail, it's very easy because time and role is a very good proxy for performance. If someone never turns up or they only stay three weeks when the median tenure is six months, that hasn't been the right hire for the organization.
