The Role of State in International Humanitarian Action

Until recently, statesmen thought to be burdened by any obligation to care for strangers when they didn't want to. But i'd repeatedly come across evidence that this was also a myth. And so i came to realize that i wanted to write another book about the history, and in turn, of this responsibility to protect not one's own population, but populations beyond one's borders. That's what became this more recent book, sharing responsibility.
