In China, what I got back from most people was a bit like a benevolent big brother. But then when you get things out like the lockdown, which is applied recently, then you get the failings of the Soviet system still there in the Chinese system. The easiest way to avoid criticism as a underlying carrying out instructions of people above you is to carry those instructions out to the letter beyond what the people actually want you to do at the top. That's the overlay that you've still got sitting over the top of China.
