The History of the Minute's Hand
The hour and minute hands are swapped. The locals know that. Tourists don't. They added a hand in 1712 to trick invaders so they would get their timings for battles wrong but then the locals would actually know the time. It had to be something that when other people look at the clock, they still don't know where time it is because only the locals knowWhere time it is.
