I think that incumbents have too much of an advantage overall. That's what I would aim at, not cheap gimmicks like competency tests. There seem to be so many different names for this issue in different contexts. So the question is, the lack of unified terminology makes finding papers on the issue very difficult. When do you think it will become more unified?
