Is God's Only Concern Preventing Gratuitous Evil?

If god didn't create, there would not be suffering. I suppose god didn't need to create. So because he created knowing there would be suffering, he is fore evil. But if god has some other concern that tremps that concern, then i don't think that the tat follows. And we have two more questions that were going to cover, bor machine.
