Is Utilitarianism a Set of Rules?

Alpha go doesn't understand that it's playing against a human psychology. The question really is, can we make them sense to ethically relevant features of situations? If the rule just us don't do it, then we get all these famous problems. Do you lie to the dict or who comes to your door looking for your friend who's hiding in the basement? Well, if you were told never to lie, you wouldn't. So we could give the machines rules, but we probably wouldn't like the result of it.
