What's Interesting About Ballot Initiatives?
There are a few ways that a policy measure can end up on the ballot. One is that the state legislature actually puts it there, and that's actually by far the most common. Then there are ballot measures that sort of bubble up from people getting signatures on petitions to get something on the ballot statewide. And then there are friend that are just deciding whether or not to uphold a law that a state legislature has already passed.
