And he allied himself with a former rival of his, another irish lord whose name was hugh roe, o'donnell. But queen elizabeth knew that there was more to it than it seemed. She didn't grant o'neill the power to govern any part of ireland on her behalf. In 15 93, the war began properly, when o'donnel began to stage more ambitious raids in ireland.
