The initial excuse for this war is like, oh, we don't want them to be in NATO. It's just been shown to be such a complete canard that it's almost not worth treating seriously but it represents something. Vladimir Putin wanted to halt that process and to regather, re-establish Russian control over Ukraine. So I think that's what that kind of rhetoric represents.
