The Magisterium teaching is that the human soul is directly created by God. The alternative view that it's inherited is known as Truducianism. I don't think we have a way to settle that question at the moment because scripture doesn't give us the data. We know so little about these other groups that we don't have an effective way to compare them to biblical man. If we could show, for example, Neanderthals burying their dead with grave goods, then that would indicate they have a concept of an afterlife. They're not biblical man but they could still have an afterlife.
