Is Eru Merciful or Bountiful?

Louvatar: Melkor, you know, obviously still had the chance to repent, but he wasn't even asked a question. I think that's something subtle, but noticeable that Louvatar knows full well, always hard. Well, and the father, son, uh, analogy is one that Tolkien uses here. It's very, yeah, very much so. Uh, eru is merciful and now it has received not only forgiveness, but bounty.
