The court is basically looking at an At will rule in employment contracts. It's a great, I really appreciate the reasoning here and the distinction here between other types of compacts that allocate or things like property rights. And under the principles that existed at the time of the compact and today, the court said a contract like this compact that contemplates continuing performance for an indefinite time is to be interpreted as stipulating only for performance, terminable at the will of either party.
