We thought we had the kind of ability for people to have their charter rights and freedoms, seems to have disappeared under current regimes. There isvery little protection offered by the charter. I mean, it should do but it doesn't. And so that's what we're advocating as part of step one, is people art taking control of their own environment. We are going to contest that very actively, ind trying change that direction. If they refuse to co-operate with us then i think you're going to see a lot of mandates at higher levels not encforable. That changes the dynamic rate very, very dramatically.
