Why the Worst Get on Top?

In a famous chapter from the road to serfdom titled why the worst get on top? hyak asks the question, what sort of person would be drawn towards one of those positions of power in a society with a centrally planned economy. Hyak thinks all the people that you'd ever really want to be in a position like this wouldn't ever want a job like central planner where there's such a disparity of power. This is just one reason of many why otherwise perfectly well meaning people whose intentions were just to come up with a plan for how we want society to look and then get busy on executing it.
