Introduction

Louis A. Molina is the commissioner of New York City's Department of Corrections. He was appointed to his post by Merrick Adams in the latter Chacaw office in 2022. 19 people died in Rikers custody last year, which is the deadliest year and roughly a decade. Thousands are now diverted from pre-trial detention every day. The jail system has been subject to federal monitoring for over a decade with looming debate over whether or not a federal takeover is necessary.
