The city of Nairobi was without power for anywhere from 12 to 18 hours a day. When people didn't pay their bills or were accused of stealing, you would have employees from the state utility roll up in a truck with police escorts and disconnect your power. "When that basic service goes, it's like someone cutting off the variability to communicate with you," he says.
