Roosevelt was a very effective wordsmith. And I think those are things that he did believe. In public, he was a lot more careful in shrouding it in language such as democracy and so forth. There is that mentality early on during the new deal period that we've got priorities and this stuff. You don't really believe these ideas because you don't believe them for ordinary people.
