The Black Hole of the System

It's a really dangerous situation when you have people with no resources and no community to call and help getting sucked into what stuff often refers to as like the black hole of the system. Like police officers, it's not usually involving like trained psychiatric professionals in terms of deciding whether or not somebody is gonna stay on the street or in a hospital. On top of that, there's just so many varying opinions on what constitutes an emergency.
