He worked at a small civil rights firm in New York City, working on cases against the NYPD and other law enforcement agencies. LZ: I learned individual officers didn't pay for settlements and judgments entered against them even when they had been disciplined or fired. "I dedicated myself to answering those questions empirically," he says.
