How to Predict a Flood Using Quantile Regression?

I'm curious about what goes into the prediction of a flood. I mostly focus on monthly stream flo forcasting, on annual stremflo focasting and sometimes daily strinkle for casting. Also probabli for casting using models such as the models that are in the paper right so i primarily invite you to talk about probablistic water demand forecasting using quantile regression algorithms.
