Beijing's Decision Not to Act Is a Deliberate Decision
It's really puzzling the inaction that we've seen. The idea that Beijing is giving space to Hong Kong to deal with this on its own and is a slight recognition of its autonomy strikes me as implausible given the stakes here. It's much more likely or the Occam's razor here is that Beijing has no good options. And certainly as it looks at the world and looks at its base political lines, even though they had conceded on the shelving of this controversial extradition bill in let's say June.
