US-China Relations - Is There a Conflict Between China and the United States?
I don't see a scenario, a likely scenario where cyber operations are the instigating or galvanizing incident that then leads to violent conflict. I think one of the largest question marks is whether China would consider attacking civilian infrastructure in the midst of crisis. We haven't really gotten there yet in cyber and so what is the international consensus on all this?
