The Problem With Ground Bursts

The tactical weapons are overwhelmingly used as ground burst. Why? Because they are used normally against hard military target, which are designed to withstand large pressure from air blast. The hair burst done properly the way it does will kill a lot more people in a larger area, but will not create fallout.
