One of the challenges that we have is trying to direct more of our expenditure on those things that will bring genuine returns. I look at the MAJ, for example, the Ministry of Justice where I was the Secretary of State. A lot of the problems that the criminal justice system has to deal with flow from areas that possibly could have been dealt with at an earlier stage,. somewhere else within government. One thing I think we could do is create a new institution that's called the Office for Spending Evaluation. And departments would be under some sort of incentive therefore, because there was more transparency and more rigor in the process.
