The FBI and the Second World War

Hoover was given a blank check by President Roosevelt. The FBI had no spy agency of any sort before the Second World War. Hoover worked closely with British intelligence emissary William Stevenson. In late 1939, and then especially in 1940 is basically reorganizing itself as a wartime intelligence agency,. Its size doubles in 1940 and 1941.
