Despite all the criticism of china, you could say that at least there is an attempt by chinese policy makers to actually ask governments, what is it that you need? So similarly, i am often surprised that the west fails consistently to learn from thet experience of what china and others have done more successfully. The colonial powers left extremely weakened political and, you know, kind of authoritarian tending political structures. And then the depredations of structural adjustment hollowed out states. There's sometimes aa inequality in capacity to negotiate and to define what are one's own needs and wants.
