Timor Omarov is a fellow at the Carnegie Endowment for International Peace. His research focuses on the Central Asian countries, domestic and foreign policies. He says Russia's influence in Central Asia is in decline because it hasn't been paying enough attention to changes there. Timorov: Some use Russia's weak positions to ask for more bonuses and asks for more presence of Russia.
