The Tax Protester Argument
The thread that unites all of this is not just quote mining, but a view that like the law is this sort of arcane minefield and that if you're under the right words. Another great example: There's a belief in the sovereign citizen movement that the constitution only gave Congress jurisdiction over the district of Columbia and over various military buildings. This is article one of the constitution, it's paragraph 17, and it gives Congress the power ofquote, exclusive legislation over the District of Columbia or places purchased with the consent of the state legislature for Fortes magazines, arsenals, dockyards and other needful buildings.
