Does Being Younger Affect Strength Negatively?

People hit puberty and physically mature at different rates. By 16 to 19, you should be able to gain muscle and strength pretty well. The most extreme example i've seen of someone just being able to milk the shit out of te linear progression is a client who came to me with memory serves a five forty or five 50 squat. Ah, so there's a shiton variability, wherever you wind up is fine as long as you're putting appropriate effort into your training.
