If there was a thing where you could get $2,000 a year for training kids, then possibly in the poorest neighborhood someone might be able to set up something. I don't think that's enough to run a classroom and pay a teacher salary. But on the other hand, it also wouldn't happen if the public institution was even halfway doing its job right? Maybe.
