Are There Those Motives That Motivate States to Act?

States often deploy the language of responsibility when justifying action taken to protect people beyond borders. Do you think this is tipic, what motivates states to act? Is it this moral, noble calling, or is it political interests that are the primary motivators? I find it fascinating to consider the contrasting narratives and the contrasting conclusions that were offered by a couple of scholars who must be about ten years ago now.
