Ilya Shapiro for Cato Institute took a slightly significantly different position, he takes and again it's the Cato Institute so he takes a much more free speech kind of analysis to the statute. A lot of activities by illegal aliens that might be covered by 1324 aren't criminal, you might be illegal but they aren't criminal therefore this statute should be struck down according to Volok.
