In a cold war, reciprocal sabotage would be an intermediate, simmering step in which basically all sides in this struggle sabotage each other's interstructure. Our electric our electric systems are already under strain, even without at least publicly acknowledged major attack. And these attacks, i think, can be done through software. They don't even have to be physical bombings or anything like that. In believe you can take down entire regions. With sufficient state level effort, you could probably take down entire countries with their whole electric system.
