Is It the Aps Team That Owns the Short Cuts?

Safari's short cuts feature is not consistent when you use it. It should be like a u u i d kind of situation where you have this folder becomes a target, and you open it. Or even open a targeted mail box. I mean, yes, rely on you having opened it 20 thousand times to try and get that short coaction to show up. And if there were just deeper integration with the share sheet so you could do some smart stuff with whatever your screen was full of at the time.
