We can't have infrastructure that's not climate resilient and low carbon moving into the future. They will be more susceptible to climate shocks like what happened in Durban about a year ago. The major challenge for the international financial system over the next decade is to bend down that cost of capital so the countries aren't in massive debt distress while they're investing in a future. I think the US is putting 0.001% into its foreign assistance, much less 4.5%.
