Aputen's Regime Depends on the Public Not Being Mobilized

Aputens regime has very much depended on the public not being mobilized. Once you mobilize the public, once you fully commit your regime to the war, he's essentially raised all the states. All contract service men have their contracts extended indefinitely. Even those who signed up for several months of fighting and ukrane, they cannot refuse deployment. They cannot tear up their contract. It essentialy the way out, and it wasn't declaring war.
