The Military Modernization Period of China
In 2000, China's navy and its military was very weak. They never patrolled more than 20 or 30 miles off their coast. The Chinese with that spending have gone on during what we call the military modernization period of two decades. I happened to be fortunate enough to trick my way on to a PLA navy frigate in Kiel, Germany. And what I saw there really impressed me.
