Global Warming Fund - Why Is It on Hold?

The fund was first proposed as far back as 1991. We are now talking about it in 2022. Why has it been on hold all these years? So one in 1990, it wasn't a fund that was proposed. It was for the first time brought within the UNFCCC negotiation by the Small Island Development States because they were pushed to existential crisis. But then again, there is a delaying tactics. They're saying fund is there, but there's no finance in it. The developed countries wanted to never agree to any kind of compensation Because that would have opened them up to pay up for these compensation.
