There were many people who, even though Omar ibn al-Hatab was the Caliph and he had his massive army at his command, there were people who still found reason to bring him before a judge. Because the judges were independent, they did not have any problem calling Omar to answer against the charges brought against him. And sometimes he lost those cases. Compare that to today's world, how often will you see a leader of a nation? Anywhere. Unless it's by force where that leader was overthrown and then he's brought before a tribunal.
