The original Roosevelt order was just to put it kindly legal and legally under theorized. And then it was nothing but a bunch of conclusory memos by attorneys general one or two pages long to Hoover basically saying yes you can surveil in this context. Then it got expanded, as you say, to communists who are American citizens. There's a national security dimension to that. So it's elite. It's not wartime. That was elite. But I just want to say that each step. Yeah, that was done was a step that was done because an attorney general in secret signed off on the expansion.
