The Tenth Amendment Resolves This Question

There are two versions of what the united states is all about. The nationalist version that is put forth by daniel webster, by abraham lincoln and at least implicitly, by alexander hamilton. Then there is the compact theory that's put forth by thomas jefferson and lesser known people like saint george tucker and abel upsher. Can't think of any other way in which society could be arranged to support either view.
