Catherine Parr was, and she used her influence in that way to promote the Protestant Reformation. She died a really sad, tragic death after being kept barefoot and pregnant by Thomas Seymour. In this portrait, she looks like what you would want a Protestant queen to look like. One of those jewels is important for this portrait because it is what identifies her so firmly as Catherine Parr.
