There's probably a profit share kind of concept that could be tagged but I don't understand how you would rate something especially like help desk. How does an organization get that function of a CTO or at least somebody that's accountable for the technology of an organization should they outsource that or should they hire on it again? There are all kinds of hidden benefits and knock ons that you can't articulate but they're there a lot of companies don't see it.
