What Is the Collision and Its Role?

The constitution lays down that the constitutional judges of the High Court and the Supreme Court are appointed by the President of India in consultation with the Chief Justice of India. This system changed with the second judge's case with the vice-class system of a colligium of five senior most judges nominating judges to be elevated to the Supreme Court. These nominations are sent to the Central Government for the inputs and approval or consideration as you may call it. And once this is done, then the Central Government takes views of the state government from where such judges are being elevated  and either approves it or sends it back to the colligium.
