In general, I wonder if there is some dynamic where there definitely is an incentive to collect and report the data. But maybe there are much weaker incentives to make that data play well with other countries' data. The WHO has actual leverage to impose formats. And what they should have access to it would be some kind of standardized system for aggregated numbers but that doesn't exist.
