The Promise of God After the Flood Ends
After the flood is over, god makes a covenant not to destroy the world or the land by another flood. "When i bring clouds over the earth, and the bow seen in the clouds, i will remember my covenant," he says. The text describes it as a solemn, sacred contract that god has made. But when humans make solemn promises between each other, they sometimes forget what the promises are; this could be why rainbows happened after the flood.
