Hedgehog population decline first. A industrialized agriculture requires the removal of competition for farmers. Badgers will eat hedgehogs, and if you plot map of badger presence over hedgehog presents, where you find lots of badgers, you have fewer hedgehogs. It seems to be related to the density of badger numbers. There is absolutely no justification for going out and exterminating badgers on the pretext of saving hedgehogs - it's an ecologically illiterate nonsense.
