"The state is like, we're not going to let anything get outside of our boundaries," he says. "It doesn't matter if the black market is quote unquote good or moral ... It does not matter for us because the black market really might be causing us real problems." The war on drugs was trying to track money laundering and crack down on tax havens where people can avoid paying taxes,. He adds that even with the explosion in the United States of the prison population, there's many different sociological reasons for that.
