Thereis an artocratic basis. But when they thinned the ranks of the upper classes, there is still a lot of aristocrats from that old order who wend up hanging around. A lot of the lower nobility in russia specifically ended up becoming members of the communist party if they didn't leave the country. And did they hide their backgrounds? I think this often involved name changes.
